Torture

Torture, whether physical or psychological or both,
depends on complicated interpersonal relationships
between those who torture, those tortured, bystanders
and others. Torture also involves deeply personal
processes in those tortured, in those who torture and in
others.

වධ හිංසාව කුමක් වුවත් එය තමනට සිදුවනවාට කිසිවෙකු කැමති
නොවන අතර, එවැනි වධ හිංසාතුලින් වැලකී සිටිමට උත්සහ කරයි.
මෙලෙස යමෙකුට වධ හිංසාවක් වීමේ අවධානමක් තිබේ නම් ඉන්
වැළකී සිටීමටත් අයිතියක් ඇත.
1984 ද් එක්සත් ජාතින් විසින් වධ දීම හා අනෙකුත් කෲර, අමානුෂික
හෝ අවමන් සහගත සැලකීම හෝ දඩුවම් වලට එරෙහි වූ සම්මුතිය
සම්මත කරන ලදි.මෙම සම්මූතියේ 22 වගන්තිය අනුව රාජ්‍යක
යූද්ධයක් වේ යැයි ඇති තර්ජන, අභ්‍යන්තර දේශපාලන අස්ථාවර
භාවය ,හදිසිභාවය වැනි කරුණූ මත වධ හිංසාවට සාධරණ නොවේ.
එනම් ජාත්‍යන්තරය තුල වධ හිංසාව මානව වර්ගයාටම එරෙහි
අපරාධයක් ලෙස සලකයි.

Jagath Wellawatte is the Chairman of National Child
Protection Authority. He is a Sociologist who used to
be a senior lecturer at the University of Colombo’s
Department of Sociology. He was the Former Chairman
of the Foreign Employment Bureau.
